Not on PG&E but I did add my plan, although their off-hours rates are limited. The software pulls rates/plans based on your provided address, so if you have a question on plans you can contact your utility company directly. It also just uses the software to calculate costs based on your selection - no influence on any charges from your electric company. You can also input electricity rates manually from your monthly bill if you know them.
