I have the PDF manual coming up inside the myBMW app on my iPhone using the VIN I was provided in advance (vehicle hasn't been delivered yet). There doesn't seem to be anyway to save the PDF for access outside the app though. Given manual is 416 pages + it's designed for A4 print layout (not small screen viewing) it makes it nearly unusable on my iPhone screen. The PDF viewer they use has basically no normal PDF viewer features beyond scrolling - not even ability to go to specific pages, so once you click through to something from the index the only way to get back to the index is exit the viewer and go back in again unless you want to slowly scroll back to the start page.
I'm a new BMW owner, not sure why it's done like this/what all the secrecy is - other manufacturers just make their owners manuals readily available for public download.
