I wonder what do they mean when they mention 'temporarily'? Probably they'll push an update in the future or planning to add these as paid services. Not sure.

Did you read the article? It answers your question. BMW switched chipset suppliers and affected vehicles need a software update to enable the functionality on the new chipset.
